These are the necessary amount of states, 75 I believe, that need to be created, in order to bring about the kind of development that the local people of India need. It brings the government a lot closer to the people, for example many people in Vidarbha and Marathwada complain that the Maharashtra Government only focuses on the Konkan Region. Let's not forget that India is made up of many different kinds of agro-ecological zones and the problems that people, particularly farmers, vary vastly across the landscape of the country. The interior dryland areas have vastly different problems than those of the coastal areas.
Let us also not forget that before India was 29 states, it was 600 kingdoms. We've created huge huge states like UP that dominate politics and over shadow the many regional issues. Whoever control UP has a huge stake in Indian Politics, and I think that is a problem. No one state should have more importance over others, and if they do, it's because the state is too populous.
It is also important that most of the governing powers devolve from Delhi, except for perhaps military and foreign affairs. The National Public distribution is one such entity that each state should have it's own version of. At present, Punjab and Haryana supply wheat and rice for the entire country, which causes grain rot-in-transit. Yes, the country appears to be self sufficient, but each of these states have their own food culture and identity, and each of them should be self sufficient in food production.
